About Us

For almost 40 years, Philip Jay has successfully handled a wide variety of cutting edge legal matters. He defended the first air pollution regulations in the country that control air pollution from land development projects and defended the first air pollution regulations in California that control emissions from agricultural operations.

He also has a proven track record both in defending public agencies and businesses in environmental challenges and in prosecuting environmental cases that have collected millions of dollars in settlements.

Phil's experience is not just limited to environmental law. He has successfully handled cases in land use, eminent domain (such as Calfiornia High Speed Rail), California Environmental Quality Act, National Environmenatl Policy Act, public sector labor relations, government law and constitutional law.
