Phil Jay

For over 30 years, Philip M. Jay has successfully handled a wide variety of cutting edge legal matters. His recent successes include defending the first air pollution regulations in the country that control air pollution from land development and defending the first air pollution regulations in California that control emissions from agricultural operations. He also has a proven track record in defending challenges by environmental groups. For over 17 years Phil was the chief legal officer for one of the largest air pollution control districts in the country. In the air pollution enforcement area, he has collected millions of dollars in settlements.

Environmental laws and regulations are exceedingly complex. In fact, such regulations can have serious financial consequences for businesses that make the mistake of attempting to interpret their requirements without the help of experienced legal counsel. To make matters more difficult, regulatory agencies are continually searching for more businesses to regulate while at the same time ratcheting down requirements already on the books. Recent regulatory actions in the field of global climate change and ever changing regulations by local air pollution districts illustrate the moving target facing business today. Knowledgeable legal counsel and representation is imperative in today’s regulatory climate.

Phil’s experience is not just limited to environmental law. He has successfully handled cases in land use, public sector labor relations, as well as in government and constitutional law. This broad experience makes him uniquely qualified to assist businesses and individuals in legislative and regulatory matters, as well as environmental and governmental litigation.

Phil is admitted to practice in all California state and federal courts, the Court of Appeals for the District of Columbia and the United States Supreme Court.
