San Joaquin Valley Unified Air Pollution Control District
1993-2011

District Counsel: In-house counsel for large, eight county APCD. Represented 15 member Governing Board of county and city elected officials in litigation and general law matters. Legal advisor to Executive Director and various divisions. Practice included the following areas of law: environmental/land use, federal/state regulatory, labor, business, and civil litigation.


Fresno County Counsel
1983–1993

Fresno County Chief Deputy County Counsel: Chief deputy responsible for supervising the office’s litigation unit consisting of 6 attorneys, 2 paralegals, and support staff. Lead attorney in complex or politically sensitive cases. Extensive experience in the areas of environmental law and land use, civil rights, welfare law, eminent domain, labor relations, and general litigation. Over the years, represented most county departments in general law and litigation matters. Served as primary legal counsel for the 8-county San Joaquin Valley Unified APCD and its predecessor agencies and was heavily involved in the formation process of the agency.


Madera County Counsel
1980–1983

Madera, CA Deputy County Counsel III: Represented the county and its departments in all phases of lawsuits in state and federal courts which included the areas of labor law, personal injury, property damage defense, false arrest, civil rights violations, tort defense, and writs of mandate and habeas corpus. Prosecuted various actions on behalf of the county and its departments and had primary responsibility for legal representation of the following departments: Sheriff, Corrections, Personnel, Welfare, Probation, County Clerk, Mental Health, and Public Guardian.


Private Practice
1979

San Diego, CA Associate: Worked at private firm. Duties included law and motion work, drafting pleadings, briefs, trial preparation, and legal research in general litigation practice.
